Order of Precedence for these Laws

PROLOGUE: The purpose of this document is to delineate a
comprehensive set of laws for the Kingdom of Drachenwald, within the
constraints of Corpora.
1.00 CONCERNING THE LAWS OF THE KINGDOM OF
DRACHENWALD
1.01 All laws not listed in the Great Book of Laws are
repealed. Only those laws listed here along with the By-Laws and Corpora of
the Society for Creative Anachronism, Inc. are in effect in the Kingdom of
Drachenwald, along with any duly enacted additions or amendments.
1.02 Concerning Laws and Edicts:
1.02.1 No laws of Drachenwald may be enacted without
approval of the Crown after consultation with Council (Curia Regis).
1.02.2 Laws take effect after publication in the
Dragon's Tale and proclamation at an official event listed in the
Dragon's Tale calendar as per Corpora..
1.02.3 Edicts take effect after publication in the
Dragon's Tale.
1.02.4 An edict may not repeal or suspend Kingdom
law.
1.02.5 Edicts must be approved by both the Sovereign and
Consort and reviewed for conflict with other laws by the Seneschal. Edicts
last for the duration of the Crown's reign.
1.03 Pending laws should be submitted to the Chronicler
of the Dragon's Tale within thirty days and must be submitted
within sixty days after each Curia Regis for publication in the next
possible issue.
1.04 The Chronicler may not publish any laws without the
documented approval of the Sovereign, Consort, and Kingdom
Seneschal.
1.05 Laws of the Kingdom of Drachenwald are to be
maintained by the Kingdom Seneschal and made available to the populace by
the Chronicler on the Kingdom web site. This web copy shall include a
revision date and a list of the signatories for the current Laws. Paper
copies will be available at the requester's expense from the Kingdom
Chronicler. In the event of a conflict, the latest paper publication of the
Kingdom laws plus the properly enacted additions or amendments shall hold
precedence over the web page.
1.05.1 The cost of publishing
the required paper copies of the Great Book of Laws shall be paid by the Kingdom of Drachenwald Treasury.
1.05.2 The King and Queen of Drachenwald, Crown Prince and Princess of Drachenwald, and each Greater
and Lesser Kingdom Officer shall receive personal printed copies of the Great Book of Laws at no charge when they
request it from the Kingdom Seneschal.
1.05.3 The Society Seneschal, and Drachenwald's Ombudsman shall
receive a free copy of the new law at each new printing.
1.05.4 All current policies of the Greater Kingdom
Officers shall also be published on the Kingdom website and included in
the bi-annual publication of the Great Book of Laws. These policies shall
include, but not be limited to: Kingdom Financial Policies, Rules of the
Drachenwald List, and reporting requirements for each office.
1.06 Any use of the words "written" or "in
writing" throughout these laws is defined as communications sent either by
postal mail or electronic mail.
2.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE
CROWN
2.01 The Crown shall consist of the Sovereign and
Consort, as defined in Corpora. These two shall have equal powers and
neither may act without the other, except as provided herein.
2.02 Duties of the Crown
2.02.1 Being present at Their Coronation, the next
Crown Tournament, the Coronation of Their Successors, and such meetings of
Curia as They hold during Their reign.
2.02.2 The Crown must be able to maintain rapid
communication with one another, their Kingdom officers, and the population
for the duration of their reign.
2.02.3 Being for Their people examples of chivalry,
courtesy, and the virtues appropriate to noblemen and noblewomen, and
encouraging these virtues in Their people.
2.02.4 Knowing, upholding and abiding by the Laws of the
Kingdom, and the By-Laws and Corpora of the S.C.A. along with any duly
enacted additions or amendments.
2.02.5 Being true and faithful servants of Their Realm:
upholding Their people's rights, working for their benefit, maintaining
the Crown's justice among all subjects in Their Kingdom.
2.02.6 It is the responsibility of the Crown to ensure
that a list of all awards granted by Them is received by the
Schwarzdrachen Herald and the Chronicler.
2.02.7 Watching over and encouraging the Arts and
Sciences in the Kingdom.
2.02.8 Encouraging special care in the extension of
hospitality and welcome to new and prospective members.
2.02.9 Maintaining files to be turned over to the
Successors at such time as They ascend to the thrones.
2.02.10 Relinquishing any office held, for the duration
of the Reign.
2.02.11 There shall exist certain regalia, which shall
remain the property of the Kingdom, but shall be in the keeping of the
Crown. The care and maintenance of this regalia shall be solely the
responsibility of the Crown. The use of this regalia shall be solely the
prerogative of the Crown. This regalia may include, but is not limited to:
crowns, scepters, staves, weapons, shields, banners, cloaks, and
robes.
2.02.12 Disposal of Regalia
2.02.12.1 With Curia's approval, regalia no longer
needed by the Kingdom will be auctioned off to the highest bidder. If no
bids are received, the items will be disposed of in an appropriate
manner. Items so auctioned may not be used as symbols of the Kingdom of
Drachenwald.
2.02.12.2 With the consent of the Crown, these items
may be displayed for historical purposes.
2.03 Privileges of the Crown
2.03.1 The right to acknowledge the attainment of
County or Duchy title by those who have met the requirements. In the event
that either Monarch does not possess a Patent of Arms, two months before
Coronation the Crown Prince and Princess shall poll all Patent-holding
Royal Peers resident in Drachenwald. If, after the polling, the Crown
Prince and Princess feel that the Monarch meets Corpora standards, then
the Monarch shall receive a Patent of Arms upon descending the
Throne.
2.03.2 The right to make and repeal such laws as the
Crown shall deem necessary for the conduct of the Kingdom, subject to the
laws of Drachenwald.
2.03.3 The right to receive such gifts as may be made to
the Crown during Their Reign and to preserve such gifts for Their
Successors. The right to receive such personal gifts as shall be made
during Their Reign. The right to use such possessions and treasures during
Their Reign as the Crown may already possess.
2.03.4 The sole right to call such Courts as may be
necessary for the governance of the Kingdom.
2.03.5 The right of Sanctum. Sanctum shall be defined as
the area ten feet in radius surrounding the Thrones and the Crown s
presence, which may be used exclusively by the Crown and into which other
members of the Kingdom may enter and/or share upon the invitation of the
King and/or Queen.
2.03.6 The right to a clear direct line of sight between
the King and/or Queen and the principal activity of the event.
2.04 Failure of Succession
2.04.1 In the case that either the Sovereign or the
Consort should fail, the other shall assume the full powers of the Crown,
for the remainder of the reign.
2.04.2 In the case that both the Sovereign and the
Consort should fail, the Seneschal shall become Regent. The Regent shall
have all duties and privileges of the Crown granted under Corpora and
these laws, except the right to make or bestow awards and orders, the
right to make or change law, and the right of sanctum.
2.04.3 Should the Seneschal become Regent, he/she shall
hold a Coronation or Crown Tournament (as appropriate) at the earliest
possible date, and invest the victor and his (her) consort as King and
Queen immediately.
2.04.4 In the case that the Crown Prince or Princess
should fail, a new Crown Tournament shall be held in place of the
previously scheduled Coronation, and the Victor and his (her) Consort
shall be crowned as King and Queen immediately. In such case, only those
fighters who had fought in the previous Crown Tournament shall fight in
the new one.
2.04.5 The Succession fails whenever the Crown Prince or
Princess abdicates or is unable to fulfill the duties listed in Corpora
and these laws, as determined by the Crown. If the duties that were not
fulfilled are those listed in 3.01.1 or 3.01.3 or 3.01.4 or 3.01.5 the
Crown will determine whether the lapse was willful before declaring a
failure.
2.04.6 Failure of the Sovereign or Consort occurs when
the King or Queen abdicates or is unable to fulfill the duties listed in
Corpora and these laws. In failure, the Sovereign or Consort is
disqualified from any honors and privileges deriving from the failed
reign.
3.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE
SUCCESSORS
3.01 Duties of the Successors
3.01.1 At least one of the Heirs must attend each
Kingdom Curia.
3.01.2 Attending Their Coronation.
3.01.3 Acting, in the absence of the Sovereign and
Consort, and by Their writ, to conduct such Courts as shall be deemed
necessary by the Crown.
3.01.4 Using the three month succession period to recruit
and train those replacements necessary to take over any office which the
Successors hold and must relinquish upon Their Coronation.
3.01.5 There shall exist certain regalia, which shall
remain the property of the Kingdom, but shall be in the keeping of the
Successors. The care and maintenance of this regalia shall be solely the
responsibility of the Successors. The use of this regalia shall be solely
the prerogative of the Successors. This regalia may include, but is not
limited to: coronets, scepters, staves, weapons, shields, banners, cloaks,
and robes.
3.01.6 The Crown Prince and Crown Princess shall ensure
that each has access, at Their residence, to the Dragon's Tale
and maintain this subscription throughout Their Reign.
3.02 Privileges of the Successors
3.02.1 The right of Sanctum.
3.02.2 The right to receive such gifts as may be made to
the Successors, and to preserve such gifts for the next Successors; the
right to receive personal gifts made to the Successors; and the right to
use all such possessions and treasures given to them during their tenure
as Successors.
4.00 CONCERNING THE CURIA REGIS
4.01 The Crown must consult Curia Regis in order to
make, delete, or amend Kingdom law. A quorum of four Greater officers (or
their duly designated representatives) have the right to demand that Curia
Regis be convened.
4.02 The following are entitled to a seat on the Curia
Regis:
4.02.1 The Crown Prince and Crown Princess of
Drachenwald.
4.02.2 All Drachenwald territorial Princes and
Princesses.
4.02.3 All Great Officers of Drachenwald.
4.02.4 All Lesser Officers of Drachenwald.
4.02.5 The seneschal of each branch or their designated
legate or envoy.
4.02.6 Holders of Peerage.
4.02.7 The territorial Baronage.
4.02.8 Any other person who wishes to attend is welcome
and may speak if recognized by the Crown.
4.03 For a Curia Regis to be convened, at least four
Great Officers or their duly designated representatives must be present in
person.
4.03.1 Great Officers must make every effort to attend
Curia. Those who cannot attend must send their designated representative
to represent them at Curia or they may send written comments to the Curia
Agenda items to the Crowns prior to the day scheduled for Curia.
4.04 In order to fulfill the requirement that the
Monarchs must "consult with Curia", they must do the following:
4.04.1 Call Curia with either of the following:
4.04.1.1 A notice in Dragon's Tale appearing no
later than either:
4.04.1.1.1 The issue dated the same month as the
Curia date, provided the Curia is on or after the fifteenth of the
month, OR
4.04.1.1.2 The issue dated the month before the Curia
date, provided that the Curia is scheduled before the fifteenth of the
month.
4.04.1.2 In an emergency, a letter or e-mail
notification to all those with seats on Curia (as defined in 4.02.1 thru
4.02.7 above) postmarked at least twenty-one days prior to the Curia
date.
4.04.2 The calling notice or letter must state the
place, date and preliminary time for the Curia, and set forth the agenda
of items to be discussed.
4.04.2.1 All items that are known at the time of the
Curia announcement shall be listed on the agenda, either in the form of
a concise summary of the item proposed, or by printing the text of the
proposal. This includes matters carried over from past Curias, which
shall be placed under Old Business.
4.04.2.2 Any matters that come to the attention of the
Crown after the Curia has been called shall be placed, at the Crown's
discretion, on the agenda under New Business after the previously
announced agenda items. Changes in Law will not be handled in this
manner.
4.04.2.3 In the event that a Curia is held after the
notice for a subsequent Curia has been sent - either to Dragon's Tale or
to those with seats on Curia - any items of business held over from the
Curia will be automatically placed on the agenda under Old Business for
the subsequent Curia.
4.04.3 Solicit and listen to the opinions of those on
Curia, giving adequate time for discussion. While it is not a requirement,
the Crown is advised to act with the consensus of the people on Curia.
5.00 CONCERNING THE OFFICERS OF THE KINGDOM
5.01 The Great Officers of the Kingdom of
Drachenwald are, in the order of Precedence, as follows:

Kingdom Minister of Arts and Sciences
Kingdom Chancellor of the Exchequer
Kingdom Chronicler
Kingdom Chirurgeon
5.02 The Lesser Officers of the Kingdom of
Drachenwald and the greater officers responsible for them are, in
order of Precedence, as follows:
Kingdom Historian - Chronicler
Kingdom Constable - Seneschal
Kingdom Chatelaine - Seneschal
Kingdom Captain-General of Archers - Earl Marshal
Kingdom Signet Clerk - Herald
Kingdom Marshal of Fence - Earl Marshal
Kingdom University Chancellor - Minister of Arts and Sciences
Kingdom Web Minister - Chronicler
Kingdom Minister of Youth - Seneschal
Kingdom Minister of the Lists – Marshal
5.03 Greater and Lesser Officers must hold membership in the S.C.A.
or any appropriate affiliate organisation They must have immediate access to the Dragon's
Tale.
5.03.1 All Kingdom Officers will take and train a
Deputy for their Office who will be warranted as the Designated Successor,
referred to in Corpora VI.C.6.
5.03.2 With the exception of Seneschal, Herald, Marshal,
and Chancellor of the Exchequer, all other Kingdom officers may hold
Shire, Baronial or Principality offices, at the discretion of the Crown.
These officers must train a successor to their Shire, Baronial, or
Principality office as soon as possible.
5.03.3 No person may hold more than one Kingdom level
office concurrently.
5.03.4 All Great Officers will submit to the Crown and
the Kingdom Seneschal a copy of any official reports forwarded to their
corporate superiors. If a Great Officer does not submit reports to their
corporate superior at least once a quarter, then, as a minimum will submit
a quarterly written report to the Crowns two weeks prior to Coronation and
Crown Tourney.
5.03.5 All officers shall maintain files for their
office, open to review by the Crown at any time, and to be turned over to
their successor within thirty days of leaving office.
5.03.6 All officers have the authority to make policy for
the discharge of their offices and their subordinate's duties within the
limits of the office. All such policies shall be published along with the
Great Book of Laws in their paper and electronic forms. These policies
shall include, but not limited to: Kingdom Financial Policies, Rules of
the List of Drachenwald, and reporting requirements for each office.
5.03.6.1 Policies of the Kingdom Officers shall take
effect after they have been published in the Dragon's
Tale. 5.03.6.2 Standard
quarters will be used for reporting purposes within Drachenwald. These
quarters are January through March, April through June, July through
September, and October through December. Quarterly reports due to
Kingdom Great Officers will have standard deadlines of 25 April (for the
first quarter), 25 July (for the second quarter), 25 October (for the
third quarter), and 25 January (for the last quarter/Domesday reports).
Kingdom Officers who require only semi-annual reports will use the
January and July deadline for their reporting requirements.
5.03.7 Each kingdom officer is responsible for the
office-related activities of his/her deputies and subordinate
officers.
5.04 Terms of Office and Review of Kingdom Officers.
5.04.1 A term is two years long.
5.04.1.1 The terms of office for Kingdom Officers
begin on the following dates:

- Web Minister
- Minister of the Lists
The Monday after Midsummer Coronation (on odd numbered years
Gregorian)
- Seneschal
- Chronicler
- Constable
- Fence
The Monday after Twelfth Night Coronation (even numbered years
Gregorian)
- Arts and Sciences
- Earl-Marshal
- Signet Clerk
- Chatelaine
The Monday after Midsummer Coronation (even numbered years
Gregorian)
- Herald
- Exchequer
- Captain-General of Archers
- Minister of Youth
The change of Office will be done by the incoming Crown at the event
listed above and take effect on the Monday after it.
5.04.1.2 The term of Office of the Kingdom
Chirurgeon is two years but must not exceed the expiration of the
Chirurgeon's modern credentials.
5.04.2 Each Kingdom Officer will be reviewed prior to
the end of their term by the Crown and Heirs.
5.04.2.1 The Crown may, at Their discretion, ask the
officer to serve another term. It is recommended that a Kingdom Officer
not serve more than two consecutive terms in the same office.
5.04.2.2 The Officer may accept or refuse the
reappointment.
5.04.2.3 After consulting with the Crown, the Officer
will publish in the Dragon's Tale their intent to continue in the office
or resign, four months before the end of their term.
5.04.2.4 Should any Kingdom Officer leave their office
before the end of their term, their Designated Successor will assume the
Office until a new Officer is approved by the warranting authority. The
new Officer will serve out the remainder of the term. The review of the
Officer will be done on the schedule listed above.
5.05 Removal or suspension of Kingdom officers.
5.05.1 The Crown may, for just and stated cause,
suspend any Kingdom officer. Suspensions by the Crown are for not more
than the duration of the current reign. The duties of a suspended officer
will be assumed by the designated successor.
5.05.2 Kingdom officers may be removed from office, for
just and stated cause, by the Crown with approval of the Corporate
Officer. If any Kingdom Office is empty, the designated successor will
assume the office until a replacement can be warranted. If there is no
designated successor, the Crown in conjunction with the senior officer
will warrant a replacement, as soon as possible.
5.06 Duties of the Kingdom Officers
5.06.1 Kingdom Seneschal
5.06.1.1 Shall be the chief administrative officer
for the Kingdom of Drachenwald.
5.06.1.2 Shall be responsible for registering the
Kingdom with local governments when necessary and maintaining good
relations with them.
5.06.1.3 Shall be responsible for all written
Seneschalate reports due to the Society Seneschal and Board of Directors
and shall be responsible for those reports being submitted in a timely
manner.
5.06.1.4 Shall submit a complete copy of the Domesday
report to the Crown, to be maintained in Their files, and shall keep
Them apprised of the total status of the Kingdom.
5.06.1.5 Shall be responsible for any additional
reports required by the Crown, the Society Seneschal, or the Board of
Directors.
5.06.1.6 Shall chair or have a warranted deputy chair
all meetings of the Seneschalate.
5.06.1.7 Shall be responsible for overseeing and
running the Lesser Offices established under the Seneschal.
5.06.1.8 Shall coordinate with the Kingdom Exchequer in
the selection of a kingdom officer as the 2nd signatory on all kingdom
bank accounts.
5.06.1.9 The Seneschal is responsible for maintaining
the official Kingdom Calendar of Events, in accordance with policy
established by the Seneschal.
5.06.2 Schwarzdrachen Herald
5.06.2.1 Shall be responsible for all written
Heraldic reports due to the Laurel Sovereign of Arms and shall be
responsible for those reports being submitted in a timely manner.
5.06.2.2 Shall be responsible for any additional
reports required by the Crown and/or Corporate Officers.
5.06.2.3 Shall set up and maintain a Kingdom Order of
Precedence and shall be responsible for having the Order of Precedence
updated before each Coronation and presented to the Successors.
5.06.2.4 Shall be responsible for Field Heraldry, Court
Heraldry and Heraldic Submissions within the Kingdom.
5.06.2.5 Shall chair all meetings of the Kingdom
College of Heralds and shall be responsible for the administration of
the same.
5.06.2.6 May maintain a bank account solely for Heraldic Funds
5.06.3 The Earl Marshal
5.06.3.1 Shall oversee Tournament Lists, the martial
sciences, and safety on the field.
5.06.3.2 Shall set and enforce the Rules of the Lists
and Conventions of Combat of the Kingdom and shall be responsible for
all fighting in and marshalling of the Crown Tournament Lists.
5.06.3.3 Shall set and enforce weapon and armor
standards.
5.06.3.4 Shall supervise the authorization of fighters
and shall be responsible for maintaining a record of combat waivers and
authorization information.
5.06.3.5 Shall supervise the training of
fighters.
5.06.3.6 Shall appoint any assistants as deemed
necessary.
5.06.3.7 Shall maintain the list of authorized
fighters, which shall be available at Crown Tournaments.
5.06.3.8 Shall receive and investigate all complaints
concerning combat.
5.06.3.9 Shall submit quarterly reports on the status
of the martial arts in the Kingdom of Drachenwald to the Marshal of the
Society, with a copy furnished to the Crown of Drachenwald.
5.06.4 Minister of the Arts/Sciences
5.06.4.1 Shall foster development of historically
accurate Arts/Sciences in the Kingdom.
5.06.4.2 Shall be responsible for matintaining accuracy
and propriety of any Arts/Science Competition as per the directives of
the Corporate Officer of Arts/Sciences.
5.06.4.3 Shall work closely together with and shall co-chair any meeting
of the collective Guilds of the Kingdom, as represented by the Guild Heads
5.06.4.4 Shall be responsible for the conduct of the annual
Arts & Sciences Competition.
5.06.5 Chancellor of the Exchequer
5.06.5.1 Shall be responsible for maintaining the
financial records of the Kingdom, and supervising the finances of the
Kingdom.
5.06.5.2 Shall submit reports as requested to the
Seneschal and to the Crown concerning the financial status of the
Kingdom.
5.06.5.3 The Exchequer shall submit a detailed
financial statement to the Crown and to the Kingdom newsletter, at the
beginning of each reign, for publication.
5.06.5.4 Shall be responsible for all written financial
reports due to the Society Chancellor of the Exchequer and shall be
responsible for those reports being submitted in a timely manner.
5.06.5.5 Shall be the primary signatory on all kingdom
bank accounts and shall coordinate with the Kingdom Seneschal in the
selection on a kingdom officer as the 2nd signatory on all kingdom bank
accounts.
5.06.6 Chronicler
5.06.6.1 Shall supervise all official publishing
activities of the Kingdom and shall be the editor of (or supervise the
editor of) the Kingdom publication, which shall be called the "Dragon's
Tale". The Dragon's Tale will carry all required announcements and
notices of official events, Kingdom Laws, and the like.
5.06.6.2 Shall maintain a bank account solely for
Chronicler funds.
5.06.6.3 The Kingdom Chronicler is responsible
for the content of the Kingdom of Drachenwald website on the World Wide
Web. Website hosting is an expense of the Kingdom.
5.06.7 Chirurgeon
5.06.7.1 Shall have a minimum of a Red Cross First
Aid Certificate with a current Red Cross C.P.R. card or recognized
equivalents.
5.06.7.2 Shall coordinate and supervise the practice of
emergency aid in accordance with the policy of the SCA.
5.06.7.3 Shall be responsible to provide health and
safety education for the populace.
5.06.8 Kingdom Historian
5.06.8.1 Shall be a lesser office under the
direction of the Kingdom Chronicler.
5.06.8.2 Shall collect material toward the end of
preparing and maintaining an accurate history of the Kingdom.
5.06.8.3 Shall record Kingdom Activities, briefly
chronicling significant events, tournaments, large demonstration events,
Courts, etc. with a brief description of the activity, including date,
time, location, persons involved, etc. and provide the Chronicler with
the information for the Chronicles in the Dragon's Tale.
5.06.8.4 Shall keep files of all media coverage
concerning the Kingdom. Maintains files, including all back copies of
the Kingdom Newsletter.
5.06.8.5 Shall maintain an inventory of the SCA
publications owned by the Kingdom.
5.06.8.6 Shall forward reports to superiors as
required.
5.06.8.7 Shall maintain a listing of all regalia held
by the Crown and the Successors. Will conduct an inventory of regalia
held by the Crown. This inventory will be accomplished during the last
month of each reign. The regalia inventory shall be published to
the populace, via Dragon's Tale and the Kingdom web site, with the
express purpose of improving the condition of various items and
identifying needed items.
5.06.9 Constable
5.06.9.1 Shall be a lesser officer under the
direction of the Kingdom Seneschal
5.06.9.2 Shall assist event stewards with plans for
security at SCA events. This includes but is not limited to suggestions,
guidelines, and resources for planning event security.
5.06.9.3 Shall be responsible for the Kingdom Lost and
Found. The Constable is permitted once each year (at Midsummer
Coronation) to auction off all unclaimed Lost and Found items for the
benefit of the Kingdom Travel Fund.
5.06.10 Chatelaine
5.06.10.1 Shall be a lesser office under the
direction of the Kingdom Seneschal.
5.06.10.2 Shall be Kingdom New Groups Coordinator,
responsible for the development, and growth of new branches, and
establishment of procedures to promote groups in accordance with Corpora
and Kingdom Law and tradition.
5.06.10.3 Shall be chief recruiting officer for the Kingdom,
providing information to assist local groups in conducting effective
recruiting, and mentoring regional and local chatelaines to manage and
maintain growth.
5.06.10.4 Shall assist new members in learning the laws and
customs of the Society and Drachenwald.
5.06.11 The Captain-General of Drachenwald Archers
5.06.11.1 Shall be a Lesser Officer of State, under
the direction of the Earl Marshal.
5.06.11.2 Shall oversee and encourage the study of
period archery styles and equipment.
5.06.11.3 Shall set and enforce safety standards.
5.06.11.4 Shall make available regulations and
information regarding target and combat archery.
5.06.11.5 Shall oversee archery competitions.
5.06.11.6 Shall warrant Lieutenant-Generals of Archers,
Captains of Archers, and Archer Marshals-at-Large.
5.06.11.7 Shall be responsible for such reports as may
be required by the Crown or Earl Marshal.
5.06.12 Signet Clerk
5.06.12.1 Shall be a Lesser Officer of State, under
the direction of the Schwarzdrachen Herald.
5.06.12.2 Shall oversee the production of scrolls
required by the Crown.
5.06.12.3 Shall promote the development of
calligraphers and illuminators in Drachenwald.
5.06.13 Marshal of Fence
5.06.13.1 Shall be a Lesser Officer under the
direction of the Earl Marshal.
5.06.13.2 Shall be responsible for setting and
enforcing weapons and armor standards for fencing within the
Kingdom.
5.06.14 Chancellor of the University of
Drachenwald
5.06.14.1 Shall be a Lesser Officer of State under
the direction of the Minister of Arts & Sciences.
5.06.14.2 Shall coordinate and supervise the University
of Drachenwald.
5.06.14.3 Shall disseminate to the populace information
concerning the university.
5.06.6.15 Kingdom Web Minister
5.06.15.1 Shall be a Lesser Officer of State under
the direction of the Kingdom Chronicler.
5.06.15.2 Responsible for layout, design, regular
updates, and maintenance of the Kingdom's website in accordance with the
policies of the Society and the Kingdom Chronicler.
5.06.15.3 Shall oversee web publishing activities
throughout the Kingdom.
5.06.6.16 Kingdom Minister of the Youth
5.06.16.1 Shall be a Lesser Officer under the
direction of the Kingdom Seneschal.
5.06.16.2 Shall assist parents of children in
integrating children's activities into local and Kingdom events.
5.06.16.3 The Kingdom Minister of the Youth will not be
responsible for, nor in any way encourage autocrats or the Society to
provide, baby-sitting/daycare services.
5.06.16.4 Shall supervise and coordinate the actions of
local ministers of the youth throughout the Kingdom.
5.06.6.17 Kingdom Minister of the Lists
5.06.17.1 Shall be a Lesser Officer under the
direction of the Earl Marshal.
5.06.17.2 Shall maintain accurate records of the
fighting activities and the authorized fighters of the Kingdom, and
provide such rosters as needed to the Earl Marshal, local ministers of
the lists and marshals.
5.06.17.3 Shall supervise, teach, assist, and
coordinate the actions of local ministers of the lists throughout the
kingdom.
5.06.17.4 Shall run or coordinate the running of the
list for Drachenwald Kingdom events (Crown Tournaments) and King and
Queen's Champion Tournaments and provide assistance to principalities as
required for principality events.
5.06.17.5 Shall maintain and distribute a Drachenwald
Minister of the Lists handbook for the encouragement and teaching of
methods for running various types of tournament lists as well as forms
and details necessary.
6.00 BRANCHES
6.01 Duties and Rights of Territorial Princes and
Princesses
6.01.1 Territorial Princes and Princesses may award
arms to their subjects by the gracious permission of the Crown.
6.01.2 Territorial Princes and Princesses may acknowledge
the attainment of Viscounty rank by those who have met the
requirements.
6.01.3 In specific instances, the Crown may delegate, to
a Territorial Prince and Princess, the transmission of an award to an
individual named and selected by the Crown.
6.01.4 Territorial Princes and Princesses hold their
Principality in Fealty to the Crown. This fealty must be presented at
Coronation. If unable to attend, the Territorial Prince and Princess will
provide fealty to the Crowns prior to the day scheduled for
Coronation.
6.02 Concerning the Creation of a Principality
6.02.1 At the time that principality status is
granted:
6.02.1.1 The first Coronet Tourney shall be
scheduled and will be held under the supervision of the Crown of
Drachenwald.
6.02.1.2 The Coronet will be open to all otherwise
eligible entrants, as defined in Kingdom and proposed Principality law,
who reside within the boundaries of the incipient Principality. The
Drachenwald Crown and their successors at the time of the Coronet
tourney are ineligible to participate in that list as either combatants
or consorts.
6.02.1.3 The Crown of Drachenwald shall invest the
first Coronet of the new Principality; thereafter all Investitures shall
take place in accordance with the customs of the Principality.
6.03 Concerning the Separation of a Principality
6.03.1 After Kingdom status is authorized by the Board
of Directors:
6.03.1.1 The next scheduled Coronet Tourney will
become the first Crown Tourney of the incipient Kingdom and will be held
under the supervision of the Crown of Drachenwald.
6.03.1.2 The Crown Tourney will be open to all
otherwise eligible entrants with the single exception that it be
restricted to residents within the boundaries of the incipient
Kingdom.
6.03.1.3 The Crown of Drachenwald and the Crown Prince
and Princess of the incipient Kingdom will negotiate a treaty which will
list the new territorial boundaries, and anything else they deem
necessary.
6.03.2 At the time of Separation:
6.03.2.1 The Coronet will return the Principality to
Drachenwald and take their rightful places among the Viscounty.
6.03.2.2 The Crown of Drachenwald shall crown the Crown
Prince and Princess of the incipient Kingdom as its first Sovereign and
Consort.
6.03.2.3 The respective Crowns shall formally sign the
treaty into effect.
6.04 Branch Required Officers
6.04.1 All branches of Drachenwald of
Baronial/Provincial level or greater are should have, at a minimum, the
following officers:
Seneschal
Herald
Exchequer
Knight Marshal
Minister of Arts and Sciences
Chronicler
Chatelaine
6.05 Territorial Baronies
6.05.1 Territorial Baronies may be established within
the Kingdom of Drachenwald in accordance with the terms for establishment
as outlined within the Corpora. In addition, the following requirements
must be met:
6.05.1.1 The petitioning group must meet the minimum
requirements specified in Corpora and must be able to guarantee that
this minimum will be maintained between the time of filing and the time
of approval by the Board of Directors.
6.05.1.2 The petitioning branch must have a sustained
record of activities, including the hosting of Principality or
Kingdom-wide events.
6.05.1.3 Request for the advancement to baronial status
must be coordinated through the Crown, as well as the Kingdom
Seneschal.
6.05.2 The title of territorial Baron or Baroness
shall be awarded by the Crown upon petition by the members of the Barony
in question.
6.05.3 When a Barony is left without either a Baron or
Baroness the following procedures are in effect:
6.05.3.1 The outgoing Baron or Baroness shall
appoint a Vicar as a temporary replacement. If this does not occur
within ten days of the Baron's or Baroness's departure, the Crown may
appoint a Vicar. The Vicar shall hold no baronial office.
6.05.3.2 Within ninety days of the naming of the Vicar,
the membership shall be polled to determine the future of the branch; to
remain as a Barony, to change to non-baronial branch status, or dissolve
the branch. This polling will be conducted by the Vicar and the Baronial
Officers under the supervision of the Kingdom Seneschal. The results of
this polling are due to the Crown within thirty days of the poll being
taken.
6.05.3.2.1 If the Barony members wish to dissolve
the branch or change to non-baronial status, the Baronial Seneschal
will coordinate with the Kingdom Seneschal on the necessary
communications with the Society Seneschal, or the Board of Directors
through the Society Seneschal. The Vicar shall retire at the end of
the transition period.
6.05.3.2.2 If the Barony members wish to remain a
Barony, they must select a new Baron and/or Baroness. The
recommendation process must occur within one year from when the Vicar
was named. At this time the group may send a petition to the Crown
naming its candidate. The Vicar retires once the candidate is approved
by the Crown.
6.05.3.2.2.1 If the Barony members are unable to
select a candidate in the time allowed, the members will be polled to
select a non-baronial branch status. The branch may not apply for
Baronial status for at least two years. The Vicar retires on the day
of the polling.
6.05.4 At any time the members of a Barony may
petition the Crown for the appointment of a Baron/Baroness to rule with
its current Baroness/Baron.
6.05.5 If the members of the Barony in question wish to
remove a territorial Baron and/or Baroness, they must first seek
arbitration through the grievance procedure outlined in 12.02.2.
6.05.5.1 If it is the finding of the arbitrators
that the best solution to the difficulties is the removal or suspension
of either or both Baron and Baroness, the membership shall submit a
petition to that effect, signed by at least two-thirds of the members,
to the Crown. The arbitrators will submit a report of their findings as
specified in Drachenwald Law.
6.05.6 Territorial Barons and Baronesses have the
right to give non-armigerous awards and positions of honor.
6.05.7 Territorial Barons and Baronesses hold their
Baronies in Fealty to the Crown. This fealty must be presented at
Coronation. If unable to attend, the Territorial Baron and/or Baroness
will provide fealty to the Crowns prior to the day scheduled for
Coronation.
6.05.8 The length of a single term for Territorial Barons
and Baronesses is a maximum of two years. After consulting with the
members of the Barony, the Crown may, at their discretion, ask the
Territorial Baron and/or Baroness to serve another term. It is recommended
that Territorial Barons and Baronesses serve no more than two consecutive
terms.
6.05.9 The Baron and/or Baroness of a Territorial Barony
of Drachenwald must step down from office when no longer residing in the
Barony.
6.05.10 Barons and Baronesses of Territorial Baronies of
Drachenwald may participate in the Crown List.. They are required to
submit the name of an acceptable candidate for Vicar with other
documentation required for participation in the Crown List (see 7.02).
Should the Baron or Baroness be victorious in the Crown Tournament, the
Vicar assumes responsibility for the Barony immediately. The Vicar must
conduct a polling for the new Baron/Baroness within 90 days.
6.06 Other Branch Organization and Registration
6.06.1 All other branches within the Kingdom
(Provinces, Shires, Cantons, etc.) shall be organized and registered in
accordance with the Corpora of the Society for Creative Anachronism.
6.07 Local Officers
6.07.1 Local officers are appointed by their kingdom
superior officers. The appointments are subject to confirmation by the
Crown. Local officers must not be substantively opposed by the people of
the local branch, but the final decision regarding their tenure remains
with the Crown and Kingdom officer.
6.07.2 Local officers may be removed from office, by
their kingdom superior officers. Removals are subject to confirmation by
the Crown. The designated successor will assume the office until a
replacement can be appointed. If there is no designated successor, the
kingdom officer will, subject to the confirmation of the Crown appoint a
replacement, as soon as possible.
6.07.3 Local officers who miss two reports in a twelve
month period, as determined by their kingdom superior officers, have
resigned. When a local officer is deemed to have resigned in this manner,
the officer in question and the Seneschal of the relevant branch shall be
notified of the resignation, and informed that the warrant for that
officer has been withdrawn.
7.00 CONCERNING KINGDOM EVENTS
7.01 Definition and Requirement for Kingdom events
7.01.1 Drachenwald Kingdom events are the Spring and
Fall Crown Tournament, Twelfth Night and Midsummer Coronations, the
Kingdom Arts and Sciences Faire and the Kingdom University.
7.01.2 In return for the privilege of being allowed by the Crown to
sponsor one of the Kingdom Level events, the sponsoring group donate 50 % of the profits of
the event to the Kingdom coffers
7.01.3 If necessary, the dates may be changed by the
Crown's Discretion on a case by case basis. Any event currently scheduled
may conflict.
7.01.4 Bids for Kingdom events may be submitted as early
as 24 months prior to the event. Bids for Kingdom events MUST be submitted
to the Crown and Kingdom Seneschal no later than 8 months prior to the
date scheduled for the event, with the decision being made no later than 6
months prior to the event. If acceptable bids are received early, the
decision may be made without waiting until the bid deadline. If bids
require early decision due to site scheduling limitations, the Crown and
Kingdom Seneschal must have at least 45 days in which to notify the
kingdom of the intent to make a decision and gather other bids if
possible. The Crown may extend the decision date if they determine that no
acceptable bids have been submitted. As a planning tool for groups
considering event bids, the current number of bids that have been received
by the Crown will be listed in parentheses () after the event listing on
the Kingdom Calendar.
7.02 Concerning the Crown List
7.02.1 The Crown Tournaments of Drachenwald will be
held on the first weekend of April and the second weekend of October.
If Spring Crown Tournament falls on Easter weekend, the event
will be moved to the second weekend of April. No other events
may be held on these dates.
7.02.2 Requirements for Participation:
7.02.2.1 Each competitor in the Crown Tournament
must be fighting for a prospective consort of a different gender than
his or her own. The competitor and prospective Consort are referred to
as "Participants" in these laws.
7.02.2.2 Participants must be able to fulfill the
duties of the Crown as outlined in 2.02.
7.02.2.3 Participants must be acceptable to the
Crown and declare their intent to participate in a letter submitted to
the Crown and Kingdom Seneschal 30 days prior to the date scheduled for
Crown List. The Participants' letter of intent must include at
least:
7.02.2.3.1 Proof of membership (as described in
Corpora IV.A.2).
7.02.2.3.2 Proof of current fighter authorization for
the competitor.
7.02.2.3.3 The modern and SCA names of the
Participants along with their address(es) and other contact
information..
7.02.2.4 Participants must both be present at the
Crown Tournament.
7.02.2.5 Participants must be at least eighteen years
old on the day of the Tournament.
7.02.2.6 The Participants may not be Territorial
Coronets, nor the Crown's appointed representatives of a Crown
Principality (such as Viceroy and/or Vicereine), at the time of the
Crown Lists or at any time during their tenure as successor or
Drachenwald Crown.
7.02.2.7 Each person must be a member of the S.C.A.,
and must live at a residence with direct access to the Dragon's
Tale. The Victor and Consort must maintain their membership without
lapse, throughout Their tenure as Successors and Crowns.
7.02.2.8 The intent of a residency requirement is to
ensure that participants in the Crown List are familiar with Drachenwald
culture, traditions, and customs and that they understand the unique
aspects of our Kingdom. Therefore the residency requirements for all
participants are:
7.02.2.8.1 Participants must have resided in
Drachenwald for the six months preceding the Crown List
entered.
7.02.2.8.2 Each participant must have attended at
least six official events (before Crown Tournament), held in
Drachenwald, listed on the Kingdom Calendar in the Dragon's Tale, in
the preceding twelve months. Additionally, each participant must have
attended one official event (defined by the same requirements), more
than 6 months before Crown Tournament but not more than 24 months
before Crown Tournament. This event may be one of the six but does not
need to be.
7.02.3 Each Participant will sign a statement, prior
to the tourney, saying that they meet the requirements for membership (as
stated in GPD#4) and other requirements as listed above.. This statement
will be kept by the Seneschal's Office until the end of the Victor's
reign.
7.03 Concerning Coronation
7.03.1 The victor of the Crown Tournament and his or
her Consort shall together assume the positions of Successors to the
Crown.
7.03.2 Coronations shall take place on a weekend near 6 January
and 21 June. If the weekend closest to 21 June is Midsummer then the
weekend before may be selected.
7.03.3 Upon Their Coronation, the Successors to the Crown
shall assume the titles of Sovereign and Consort as appropriate.
7.03.4 The Sovereign and Consort must be first in fealty
to the Kingdom of Drachenwald. No person who is in fealty to any other
than listed above shall assume the Throne of Drachenwald.
7.04 Kingdom Arts and Sciences Faire: The Kingdom Arts
& Sciences Faire will be comprised of A&S competitions held at the
five other kingdom events, specifically the two Coronation, two Crown
Tournaments, and Kingdom University. The A&S Faire specifics are defined
in the MoAS policy, but the A&S Faire does not take up a separate
weekend on the kingdom calendar.
7.05 Kingdom University: The Kingdom University shall take
place on the Saturday closest to November 11th. No other events
shall be scheduled for this date with the exception of those defined in the
Kingdom University Chancellor's policy.
8.00 TITLES
8.01 The assumption of titles of rank equivalent to the
reserved titles is forbidden. Those claiming ecclesiastical offices may not
claim territorial jurisdiction in either the known or modern world.
9.00 GRANTING AWARDS
9.01 Only the Crown of Drachenwald may grant kingdom
awards in accordance with Kingdom law.
9.02 Both the Sovereign and Consort must agree upon any
awards given by the Crown, except as specified below.
9.02.1 The Queen's Order of Courtesy is granted solely
at the discretion of the Queen.
9.02.2 The King's Order of the Companions of Albion is
granted solely at the discretion of the King.
9.02.3 The Sigillum are granted jointly for the joint award,
or at the sole discretion of either the King or the Queen for the individual awards
9.03 The Crown may elevate subjects to the
Peerage by granting membership in one of the Orders
conferring a Patent of Arms, after polling the members of the Order, and in
accordance with these laws and the customs of Drachenwald.
9.03.1 Any polling for a candidate must be sent to all
members of the Order residing in Drachenwald. The
members of the Order must be allowed at least thirty
days to reply to the polling. If a member has not
responded to any pollings in the last two years, or
not responded to three consecutive pollings, then they
shall be considered inactive and will no longer be
sent pollings until they ask the secretary to be
reinstated.
9.03.2 The original polling for each individual must be
in writing. Subsequent polling need not be, although the Crown is urged to
do so.
9.03.3 Since people and membership in orders change, in
order to give a polling award to any person, the polling on the person
must have been done in the last year. If at least 80% of the circle is
present at a given event, a decision to elevate can be made with a verbal
polling of the circle even if the last written polling is more than 1 year
old.
9.03.4 In order to be best prepared to assume the
Thrones, the Crown Prince and Princess may conduct pollings.
10.00 CONCERNING ARMIGEROUS KINGDOM AWARDS
10.01 The Crown may confer a Court Barony and/or a
Grant-of-Arms at their discretion to those members of
the Kingdom Populace deemed worthy.
10.02 The following awards confer an Award of Arms upon
the recipient if they are not yet armigerous.
10.03 Orden Des Lindquistringes
10.03.1 This award was established to honor a former
member of the Principality/Protectorate, Fahrquar Finley Fahrquarson (John
Lindquist).
10.03.2 Presented to those people who have distinguished
themselves by long and extraordinary services to the Kingdom.
10.03.3 The badge of the Order is (Fieldless) a ring
formed of a wingless dragon in annulo widdershins Or, maintaining in chief
with all four legs and mouth a gem gules
10.03.4 Members of this Order shall rank equally with
members of the order of the Panache and the Order of the Silver Guard.
10.04 Order of the Panache
10.04.1 Presented to those people who have
distinguished themselves by long and consistent excellence in the Arts and
who have also constantly made their expertise available to the various
members of the Kingdom.
10.04.2 The symbol of the Order is (Fieldless) issuant to
chief from a torteau charged with a bezant pierced sable three feathers
gules, Or and Sable.
10.04.3 Members of this order shall rank equally with
members of the Orden des Lindquistringes and the Order of the Silver
Guard.
10.05 Order of the Silver Guard
10.05.1 Presented to those members who have
distinguished themselves by chivalry and prowess at arms.
10.05.2 The badge of this Order is (Tinctureless) a
silver wrist-guard engraved with a dragon passant coward, wings addorsed,
maintaining in dexter forepaw a sword erect.
10.05.3 Members of the Order shall rank equally with
members of the Orden des Lindquistringes and the Order of the Panache.
10.06 The Order of the Edelweiss (formerly
Marguerite)
10.06.1 This Order is closed.
10.06.2 Companions of this Order may be styled "Lord/Lady
of the Edelweiss" as appropriate.
10.06.3 The symbol of the Order is (Fieldless) an
edelweiss Or, seeded gules, within and conjoined to an amulet argent.
10.07 The Order of the Rose
10.07.1 This order shall be bestowed upon former
Consorts of Drachenwald at the end of their first reign.
10.07.2 Companions of this Order may be styled as Lord or
Lady of the Rose as is appropriate.
10.07.3 The symbol of the Order is (Tinctureless) a
wreath of roses.
10.08 Order of The Dragon's Steel
10.08.1 Presented to those members of the foil, epee
and schlager fighting community, who exemplify courtesy, chivalry,
dedicated patronage to the arts and sciences and show continual service to
local branches and the Kingdom of Drachenwald. The members of this order
shall have displayed superior abilities in light weaponry.
10.08.2 Award of this Order of the Dragon's Steel shall
confer a Grant of Arms unto the recipient.
10.08.3 The badge of the order shall be Or, three pine
trees in fess eradicated gules, overall a dragon passant coward sable, and
on a chief gules a rapier argent.
10.08.4 Members of the Order will be charged with
instructing and monitoring training of all light weapons fighters.
10.08.5 Before creating a new member of the Order, the
Crown must consult with the Order.

11.00 CONCERNING NON-ARMIGEROUS KINGDOM AWARDS
11.01 The Popular Company of Sojourners (PCS)
11.01.1 Presented at the discretion of the Crown to
those members departing, or have departed the Kingdom, who have
contributed to Drachenwald.
11.01.2 The badge is Barry wavy argent and azure, two
flaunches vert.
11.02 The King's Order of the Companions of Albion.
11.02.1 The Albion is presented by the King to those
of His subjects that He may deem worthy of recognition for exemplary
chivalry, courtesy or service. It is recommended that the King present
this award no more than one time per reign.
11.02.2 The Companions of this Order shall have the right
to display the regalia of the Order, which is (Fieldless) a dragon's claw
inverted sable within and conjoined to an annulet per pale Or and
gules.
11.03 The Queen's Order of Courtesy of Drachenwald
11.03.1 The Queen of Drachenwald shall confer the
Order upon such people as She deems worthy, by reason of their exemplary
chivalry, courtesy or service to the people of all ranks in this Kingdom
and in the Society at large.
11.03.2 The Queen may, if She sees fit, call upon the
members of the Order to assist Her with their aid or advice in encouraging
Courteous behavior, whenever She may deem this necessary.
11.03.3 The symbol for this award shall be an Edelweiss
with a red center to be worn on a pin or silver chain.
11.04 The Sigillum Regis of Drachenwald, the
Sigillum Reginae of Drachenwald, and the Sigillum Regis et Reginae of
Drachenwald
11.04.1 The Sigillum Regis of Drachenwald, the
Sigillum Reginae of Drachenwald, and the Sigillum Regis et Reginae of
Drachenwald is awarded for personal service to the Crown(s) that far
exceeds any expected measure.
11.04.2 It is recommended that each Sovereign and
consort present this award no more than three times per reign. Joint
awards count as one each.
11.04.3 The name and badge of these awards
are:
11.04. 3.1 For the King and Queen The Sigillum
Regis et Reginae of Drachenwald: A white edelweiss surmounted by a black
dragon's head bearing the sigils of the Crown bestowing it.
11.04. 3.2 For the King The Sigillum Regis of
Drachenwald: A black dragon's head charged with the sigils of the King
bestowing it.
11.04. 3.3 For the Queen The Sigillum Reginae of
Drachenwald: A white edelweiss charged with the sigils of the Queen
bestowing it.
11.05 The Order of the Dragon's Tears
11.05.1 This Award is given at the discretion of the
Crown to the autocrat(s) of an extraordinarily successful event.
11.05.2 The symbol of this Award is (Fieldless) on a
goutte per pale Or and gules a dragon passant coward sable.
11.05.3 Members of the Kingdom may receive this Award
more than once.
11.05.4 Recipients of this Award may be styled, Holder of
the Dragon's Tear (or, if they have more than one, Holder of the Dragon's
Tears).
11.06 The Order of the Dragon's Bowle
11.06.1 The Order of the Dragon's Bowle is awarded at
the discretion of the Crown to those who have displayed notable attention
to authenticity.
11.06.2 The symbol of this Award is (Fieldless) a dragon
passant coward sable charged with a bowl per pale Or and gules.
11.07 The Order of the Dragon's Jewel
11.07.1 This award will be given to children (under 12
years of age) who have distinguished themselves through exemplary behavior
or service.
11.07.2 The symbol for this award will be a crystal jewel
other than black suspended from a red, black, and gold ribbon or cord.
11.08 The Order of the Dragon's Pride
11.08.1 This award will be given to children (under 12
years of age) who have distinguished themselves through exemplary work in
the arts and sciences.
11.08.2 The symbol for this award shall be
(reserved).
11.09 The Hospitallers of Albion
11.09.1 The Hospitallers of Albion is presented by the
Crowns to those persons or groups who have shown unselfish service to
Crown and Kingdom Drachenwald during their travels to events outside the
Kingdom of Drachenwald.
11.09.2 The symbol of this award is (Fieldless) On a
dragon passant coward sable a wake knot argent.
11.09.3 Only persons/groups residing/ based outside the
Kingdom of Drachenwald may receive this award.
12.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE
POPULACE
12.01 The populace of Drachenwald owes homage to the
Crown of Drachenwald. It is appropriate to do homage when entering the Royal
Presence, and when passing certain symbols of Royal authority, specifically
the Crowns or Coronets and the Thrones.
12.02 The Right to Petition: The Crown
recognizes the right of any member of the Kingdom to petition for reward or
redress providing they adhere to the following requirements:
12.02.1 Petition for Reward
12.02.1.1 Any member of the Kingdom may recommend a
person for recognition by means of a Kingdom Award.
12.02.1.2 All recommendations for awards shall be
submitted to the Crown.
12.02.1.3 Recommendations may be submitted either
verbally or in writing, as required by the Crown, and should include the
following information: SCA name, modern name, SCA branch, reason
(including length of service to the Kingdom), other information as
required by the Crown.
12.02.2 Petition for Redress
12.02.2.1 This procedure is NOT intended to address
individual acts which fall within the jurisdiction of a civil or
criminal court maintained by the nation or other political division
where it takes place, nor shall any recommendation about individuals be
made on such issues. Any actions of this type should be brought to the
IMMEDIATE attention of the Kingdom Seneschal.
12.02.2.2 This procedure will only be used when all
lesser avenues of redress have been exhausted. These lesser avenues of
redress include, but are not limited to: discussing the action at issue
with the individual(s) involved, the appropriate local officer(s), the
appropriate baronial officer(s), principality officer(s), the
appropriate Kingdom officer(s), or a representative with the appropriate
order of peerage, as the circumstances dictate.
12.02.2.3 This procedure may be implemented to
investigate, discuss, and arbitrate issues which have implications
either in Kingdom law or in the Society's rules for courteous behavior,
as long as the act in question occurred within a Society context (at a
Society related activity, as an official act of a Society officer or
representative, etc.).
12.02.2.4 Procedure
12.02.2.2.4.1 After all lesser avenues of redress
have been exhausted, any subject may submit a written Petition for
Redress to the Crowns with a copy going to the Kingdom Seneschal. The
Petitioner must furnish copies to any and all parties named in the
petition.
12.02.2.2.4.2 The Crown and the Kingdom Seneschal
will send a list of three potential arbitrators to the involved
parties within thirty days of receipt of the Petition. The Crown and
the Kingdom Seneschal will take language and regional familiarity into
consideration when selecting the initial group of potential
arbitrators.
12.02.2.4.2.1 The Kingdom Seneschal will be
responsible for maintaining a pool of potential arbitrators.
12.02.2.4.2.2 Any arbitrator may disqualify
him/herself from participation at any time without prejudice.
12.02.2.4.2.3 All arbitrators must volunteer in
writing, be at least 21 years of age, be a paid member of the SCA,
be a resident of Drachenwald for at least one year, and be
armigerous.
12.02.2.4.3 Under the supervision of the Kingdom
Seneschal the parties may, if they wish, eliminate one arbitrator each
until one arbitrator is left. If an arbitrator is not agreed upon
within thirty days, the Crown will select one from the pool.
12.02.2.4.4 The arbitrator will be given all
documents concerning the issue in question including, but not limited
to: the original petition, any supporting testimony or affidavits (in
writing), any related petitions from other named parties, and any
correspondence concerning the issue, etc.
12.02.2.4.4.1 The arbitrator may, with specific
instruction from the Crown, investigate the matter further if the
submitted documentation remains unclear.
12.02.2.4.4.2 Whenever possible, the arbitrator
should meet face-to-face or telephone the main parties involved to
clarify any points which remain unclear.
12.02.2.4.4.3 The arbitrator will strive to reach a
settlement of the issue between the parties involved. The parties
are free to resolve the matter or withdraw the original Petition at
anytime during the process.
12.02.2.4.5 At the end of 60 days, assuming no
settlement has been reached, the arbitrators will submit all
documentation including the Petition(s), supporting testimony,
affidavits, and any other hard evidence to the Crown. The arbitrators
will also submit to the Crown, a written report summarizing all
contacts with the named parties, the results of any investigations,
and a list of recommendations concerning the issues in question.
12.02.2.4.6 The Crown will review all submitted
documentation and may, at Their prerogative, solicit advice from the
Peers of the Realm and Kingdom Officers. Within 30 days of receiving
the report from the arbitrators, the Crown will rule on the issue
addressed in the Petition.
12.02.2.4.6.1 The Crown will provide a written
response to the Petition which outlines Their decision on the
matter, with any additional explanation deemed appropriate, to all
named parties.
12.02.2.4.6.2 The Crown, in cases of severe
transgression of Kingdom and Society laws or courtesy, may exercise
sanctions as outlined in Corpora.
12.02.2.4.7 If additional pertinent information
comes to light, the Petitioner may re-Petition the Crown. The Crown
may revise Its decision based on this new evidence after review with
the Kingdom Seneschal, the original arbitrator(s), and all named
parties.
12.03 The Right to Bear Steel
12.03.1 All members of the Kingdom shall be assured of
the right to bear steel.
12.03.2 Those members found to be irresponsible, through
misconduct or negligence, with their weapons, shall forfeit the right to
bear steel in the Kingdom.
12.03.3 ALL bladed weapons shall be
carried sheathed. ALL blades will be passively bonded at
S.C.A. events, except for ceremonial duties of the Royal Guard.
12.03.4 Weapons of War shall not be carried before the
Throne, without the permission of the Crown, during Court (Knights are
excluded from this restriction).
12.04 It should be the duty and responsibility of all
members of the Kingdom of Drachenwald to maintain and increase Authenticity,
the Spirit and the Willingness to create a Current Middle Ages.
13.00 MISCELLANEOUS
13.01 The Crown looks with favour upon the formation
of Guilds within the Kingdom and directs that they
operate under the supervision of the Minister of Arts
and Sciences. Guild heads will be called upon by the
MoAS in conclave, upon occasion.
13.02 Smoking is forbidden in the
central area of any event, being defined as any area where people must be
present in order to participate in the event, such as the hall where a feast
is held, or the area immediately surrounding the Lists at a tournament. The
autocrat shall be responsible for defining the boundaries of the central
area and for providing some other area as convenient as may be found where
smoking is permitted and made safe and practical. Smoking is permitted in
the interior of a pavilion with its owner's permission.
13.03 Canned beverages are forbidden to
be set out in plain sight at Kingdom events. Those who bring canned
beverages are encouraged to keep them out of sight and to discreetly dispose
of them afterwards.
13.04 Black dragons are under the
protection of the Crown of Drachenwald.
13.05 Mock assassinations should only
be carried out with the consent of the participants.
13.06 Free admission to an event for
any gentle is at the discretion of the Autocrat and Chancellor of the
Exchequer of the sponsoring group.
13.07 The use of flash photography during
court is forbidden. Picture taking without the use of a flash is
perfectly acceptable.
13.08. The order of Precedence of Drachenwald.
The order of Precedence shall be as follows
- King and Queen of Drachenwald.
- Crown Prince and Crown Princess of Drachenwald.
- Territorial Prince and Princess of Drachenwald Principalities.
- Heirs to Drachenwald Principalities.
- The Crown's appointed representatives of a Crown Principality (such as a Viceroy and/or Vicereine).
- A Territorial Baron/ess in their own barony, acting as baron/ess - otherwise see #11
- Duke/Duchess
- Count/Countess.
- Viscount/ess.
- Bestowed peers (Orders of Chivalry, Laurel and Pelican)
- Territorial Barons and Baronesses.
- Court Baron and Baroness.
- Awards that carry a grant of arms.
- Plain grants of arms. Lord or Lady name.
- Awards that carry an award of arms.
- Plain awards of arms.
- Everyone else
